The easiest place to access the wiring that you would need to tap into is behind the tail light assemblies inside the trunk. Pull any carpet or lining away from the rear of the tail lights, and locate the wiring harnesses exiting the tail lights.

To answer your first question, technically you can put truck wheels on your trailer, there are just a few things you will need to look out for. First, automotive grade wheels tend to have more of an offset than trailer wheels, meaning the center of the wheel usually sits either further away from or closer to the vehicle. My fit guides show that your vehicle uses the Draw-Tite Ball Mount, item # 36061, in the rise position only. You would not be able to use this draw bar in the drop position. The manufacturer of the hitch does safety testing that puts the drawbar and ball in the best position, in case of an accident, and we cannot recommend using a draw bar in a different position or with a different rise or drop. There are 5 components to a flat towing setup: Tow bar (which you already have), base plate kit, safety cable set, tow bar wiring and a supplemental braking system.
The base plate recommended for your 2002 Buick Park Avenue is the Blue Ox # BX1507 (will require minor drilling). As long as you have a Blue Ox Adventurer, Aventa, Aladdin, Alpha or Allure tow bar, you are good.

The Hollywood Racks Express 3-Bike Carrier, part # HRE3, is a good fit for your 2001 Buick Park Avenue as long as it does not have a rear spoiler. Also, since your vehicle has a soft rear bumper you will want to keep in mind that the carrier and bikes together may weigh more than the bumper capacity. Not all vehicles can handle the additional amperage draw of the trailer taillights on the vehicle taillight circuits. Those vehicles need setup that draws power from the battery. Some vehicles have higher rated circuits that can handle this, and others need to have the power drawn straight from the battery to protect the taillight circuits. If the trailer that you tow does have LED lights then using wiring harness # 119178KIT will require the least amount of installation time since it is a non-powered converter. This means that the trailer lights will draw all their power through the vehicle tail light wiring on your 2003 Buick Park Avenue. This is perfectly fine though since LED lights draw such little power.
